Why do some pads overlap on the PCB board?

PCB Design PCB Pad

After designing my custom PCB at first time,I've found a problem suddently.Some pads overlap on the PCB and become a large pad. I wonder whether I've made a mistake or not. If not, can I assert that it is just max tolerances?
