what kind of capacitor is this?

Wondering what kind of cap this is? I just started learning electronics and am working on a crown ic-150 I bought around 10 years ago. I noticed some of these caps have a bunch of white residue under them. This cap in the picture i measured with my DMM on the cap tester and it came out as .4 does that seem right or out of tolerance? I measured by taking it out and discharging the cap first. Thanks!
