Can you suggest a way to clear routing in an area without removing placed components?

You can go to the OpenGL canvas. Hide the components by unchecking top and bottom components from the visibility panel. At last, hiding the silkscreen or other layer that you may have used.

When you drag wires on top layer you will not want it to select wires on layers that are turned off.

You can select all the tracks and vias in the region of interest with a rectangular selection. Then delete the selection.
