through holes buried via

There is no copper in the down side parts of the board, but there are vias there.We all think these are through holes,but PCB manufacturer told us these are the buried vias.Have you ever met the same problem?If you have,could you tell me how should i deal with this matter?

if you don't want extra fee，maybe you can use backdrilling instead of buried vias.
