Actually the keepout layer should be the board's outline. But we can use
any one of the mechanical layers to represent the board's outline.
I think it doesn't matter which mechanical layer is used, you just need to
tell the manufacture which one is the board's outline.

I haven't had a PCB house ask for mechanical layers or assembly drawings.
I normally run off a pick-and-place file, which I'm guessing is helpful.
