PCB manufacturers will tell you acceptable sizes for their process. They have a tolerance and a cost associated with different sizes, but unless you are making the next batch of Iphones you will probably just be given a cost per via, if even that.

I tend to cut off the wire for a small section, and solder around that, to try and make a good connection.
