Initially PCBs were designed manually by creating a photomask on a clear mylar sheet, usually at two or four times the true size. Starting from the schematic diagram the component pin pads were laid out on the mylar and then traces were routed to connect the pads. If you have many questions of PCB Design, please come here!

I'm trying different PCB design methods to decrease the PCB manufacturing cost. So I want to know that will pad shape and through-hole via will effect the cost?

The cost of PCB manufacturing is on the dense of the PCB not depend on via and pad.

The price of PCB mainly depends on size and number of layers, less on via and pad.

Pad shape does not effect cost. Through-hole vias are an extra process that costs. But it cost less than buried vias and blind vias.
