Initially PCBs were designed manually by creating a photomask on a clear mylar sheet, usually at two or four times the true size. Starting from the schematic diagram the component pin pads were laid out on the mylar and then traces were routed to connect the pads. If you have many questions of PCB Design, please come here!

It was my first time to creat PCB footprint fot JCQ-3F Relay in Proteus.I created a new pad with 2.54 mm pad dia, Pad height 3.5 mm and drill hole 1.3 mm dia.But I got a very small drill hole.I want to see the pads and drill layers in 1:1 scale. But I don't know how to do.

You should check that if the gerber output have 1.3 mm drills in drill file and 2.54 mm massive round pads in copper artwork and slightly increased size in solder mask. Whether the drill is shown in the copper and solder mask layer. I think you should make a rough check compared to the grid.
