My method is drawing a footrpint with my board outline on F.silk.
After that I open the board outline in texteditor and replace F.silk with Edge.Cuts.

For the idea you think, it is possible but have the following drawbacks:
1. You need to draw the outline on F.Silk
2. You need to open the module in a text editor and change the layer from F.silk to Edge.Cuts.

It really can be possible and I have used this method before for a PCBs have a specific shape, and are not a simple rectangle.
