Star shaped power Vdc does not affect Ground plane resonance. But it can reduce path lengths on Vdc. Inductance is determined by length and width ratio and Zo is determined by conductor width to ground plane gap ratio.

Power planes are useful when the FET switched capacitance loads cause transient noise, when it is widely distributed with high power.
