Which method is cheaper from the following two:
1.Having a double sided PCB , with surface mount components on both sides;
2.Having a 4 layered PCB, with surface mount components only on one side.
I think you are not making a blanket call. What if, the solder side has to have wave soldered components with SMT?

It is the number of layers and board area that primarily determines the cost. So the PCB manufacturer do not care whether you have componentns on one side or two sides.
