Why is it that the exsisting PCB rapid prototyping tools currently in the market have not been widely adopted by manufacturers, is it cost other related?

What toner do you mean? can you send me a reference for such a tool?

Toner transfer, PnP, etc. Print quality and repeatbility aren't great. You can make two sided boards with difficulty, but getting vias lined up to within 10 mil is tricky at best. Hand drilled holes suffer similarly.

I see your point regarding the business perspective, where do you see the break even point in terms of number of layers ?
