Regarding the CE compliance requirements, we need to start from early stage of design, schematic and finally PCB. Is there any document or tutorials to recommend? As the book is to hard to read.

If you have a smart design and you are a bit careful with the PCB layout, there is normally no problems. There are many useful presentations on the web that will quickly help you to understand the main points.

The one most relevant to the layout is the EMC. Wht you only need to is spent a few days reading on the web and it will make you clear, as I said it is a very complex topic and I can't really summarise it in a post.
